Jiangsu Science and Technology Department has announced the approved list of provincial high-tech business incubators recently. There are 345 companies passing the evaluation, including Zhongway.

In recent years, Huai´an city has vigorously promoted the carriers of innovative enterprises, especially focusing on high-tech business incubators and makers¡¯ space. A series of policies have been formulated and issued to clarify the operation performance evaluation standards and evaluation methods. Together with the financial department, the government has increased financial support, forming a strong atmosphere to encourage private enterprises to establish technology business incubators and makers¡¯ space.

Jiangsu high-tech business incubators being upgraded and setting off again

Jiangsu is one of the first provinces in China to build "incubators" and owns the largest number of "state-level incubators".  It is the proud of the incubation quality circle of Jiangsu´s science and technology enterprises, not to mention the deepening of its connotation. Enterprises, especially private enterprises, have played more and more important role in building incubators. In addition, in face of new challenges in the future and new demand for high-quality development, Jiangsu has taken the initiative to accelerate the pace of self-renewal.  And with the guidance of management, Jiangsu has promoted the upgrade of incubation capacity of science and technology enterprises.

Jiangsu Science and Technology Department has issued the Jiangsu Science and Technology Business Incubator Management Rules, which is the biggest revision of the incubator standards in Jiangsu Province over the years. In an interview with Science and Technology Weekly, an authoritative person from the Jiangsu Department of Science and Technology said that "new directions" of incubator development would be in-depth docking with industries, strengthening professional services and striving for branding, with the orientation of high quality. After 30 years, while serving the transformation of Jiangsu industry, "incubator" will also usher in its own "iterative road".

 From government led incubators to incubators with diversified investors under the boost of mass entrepreneurship and innovation

As early as in 1989, the first science and technology business incubator was born in Nanjing, Jiangsu Province. In each important stage, incubators have provided important support for the transforming and upgrading Jiangsu´s real economy, and promoting the quality of regional economy.

Jiangsu has the largest number of "national incubators" in China: as of in 2018, there are 720 provincial incubators of science and technology in Jiangsu Province, and 175 national incubators. The number, area and number of incubated enterprises of national level have ranked No.1 in China for consecutive years. Countless entrepreneurs from all over China have come to Jiangsu to find talent scouts and circles, and countless "innovative ideas" are brought about in Jiangsu.

Guided by high quality, incubators need to be re-transformed

According to the requirements of high-quality development, as an important carrier to promote the upgrade of "mass entrepreneurship and innovation", incubators urgently need to improve their service ability and level, so as to adapt to new environment and realize iterative upgrade. Although the building of business incubator carriers in Jiangsu has achieved remarkable improvement, many incubators still have some problems, such as the lack of professional service ability and the lack of brand of incubation carriers.

The area of an incubator has decreased from 10000 m² to 5000 m², the number of enterprises has increased from 20 to 30, with no less than 2 enterprises per thousand square meters, and the cumulative number of graduated enterprises is no less than 10¡­ On August 5, Jiangsu Science and Technology Department officially issued the newly revised Jiangsu Province Science and Technology Enterprise Incubator Management Rules, which revised the incubator function positioning, identification conditions and management development. The biggest highlight of the new rule is to focus on quality development and to improve quality and efficiency.

Standing at a new historical starting point, incubators will also need their own "transformation". An incubator must be transformed to specialization and given full play to its advantages in public technical services and upstream/downstream resources of the industrial chain, so as to attract a large number of new industries to gather and inject fresh water into the development of high-tech industries and strategic new industries in the whole province. In the future, we should take incubators as the core and extend forward and back ends to form the collaborative development trend of maker space, incubator, accelerator, industrial park and High-tech Zone, thusdeeply serving regional industrial ecology.

In the future, incubators will not only be the "pool" of science and technology services, but also become the "strong magnetic field" of regional innovation elements. It will integrate resources for local industries, cultivate more local leading enterprises, and enhance regional competitiveness.

Our society saw the new period of construction of science and technology business incubators. We should guide incubators to develop professionally, ecologically, marketized and internationalized. Specialized incubators concentrate enterprises in the same industries together, creating scale effect and aggregation effect. There is competition and cooperation between these enterprises. This is not only conducive to the full exchange of various information and technology between different enterprises, but also conducive to the survival of the fittest of enterprises, so as to actualize benign competition and optimal allocation of resources.
